1. A Buried Failure Is Still an Active Risk

Silo 17 is not simply an abandoned structure. It is a postmortem that was never written.

Its broken route into IT, flooded lower levels, isolated survivors, and distorted memories reveal what happens when an institution removes failure from its official story. The next generation receives rules without the evidence that created them. It inherits controls without understanding the disaster those controls were meant to prevent.

A system that erases its failures is designed to repeat them.
